The Association des Villes et Régions hôtes d’Expositions internationales (AVE) is an association founded in October 2000, during Expo Hanover 2000, by the BIE.  Hanover, Lisbon, Seville, Aichi and Montreal are among its members, to name but a few... The association's objective is to create a platform for exchanges between the municipalities that have organised a World Fair. Its aim is to contribute to developing close cooperation between the member cities and regions to generate greater knowledge of the exhibitions.

During the session of 26th January 2006 of the College of Aldermen, the City of Liège decided to join in its capacity as organiser of the World Fair of 1905 and the Exposition internationale de la technique de l'eau (International Exhibition on Water) in 1939.

The City of Liège was a candidate to organise a specialised International Exhibition in 2017.
